59dc67974a PyAPI: support returning non ID types when accessing Context.property 
Previously accessing properties without an associated ID would return
None, even when the non-ID data was available.

6ba0346797 Python API: add bpy.context.property, for property under the mouse cursor 
This can be useful for example to add custom operators to the property
context menu.
