If File Browser is opened while embedded into a blender window, as apposed to opened in a new window, some initialization is not done and the current directory is not added to the list of previous folders. Therefore the "back" button cannot bring you back to the initial folder. This happens if your layout contains a File Browser editor, like when selecting New / Video Editing.
