gh-133968: Add PyUnicodeWriter_WriteASCII() function (#133973)
Replace most PyUnicodeWriter_WriteUTF8() calls with
PyUnicodeWriter_WriteASCII().

Unrelated change to please the linter: remove an unused
import in test_ctypes.

gh-131421: fix ASDL grammar for Dict to have an expr?* keys field (#131419)
In the `ast` documentation for Python:

* https://docs.python.org/3/library/ast.html#ast.Dict
it is made clear that:

> When doing dictionary unpacking using dictionary literals the expression to be expanded goes in the values list, with a `None` at the corresponding position in `keys`.

Hence, `keys` is really a `expr?*` and *not* a `expr*`.

gh-126105: Fix crash in ast module, when ._fields is deleted (#126115)
Previously, if the `ast.AST._fields` attribute was deleted, attempts to create a new `as`t node would crash due to the assumption that `_fields` always had a non-NULL value. Now it has been fixed by adding an extra check to ensure that `_fields` does not have a NULL value (this can happen when you manually remove `_fields` attribute).

gh-125268: Use static string for "1e309" in AST (#125272)
When formatting the AST as a string, infinite values are replaced by
1e309, which evaluates to infinity. The initialization of this string
replacement was not thread-safe in the free threading build.

gh-117486: Improve behavior for user-defined AST subclasses (#118212)
Now, such classes will no longer require changes in Python 3.13 in the normal case.
The test suite for robotframework passes with no DeprecationWarnings under this PR.

I also added a new DeprecationWarning for the case where `_field_types` exists
but is incomplete, since that seems likely to indicate a user mistake.

gh-116322: Add Py_mod_gil module slot (#116882)
This PR adds the ability to enable the GIL if it was disabled at
interpreter startup, and modifies the multi-phase module initialization
path to enable the GIL when loading a module, unless that module's spec
includes a slot indicating it can run safely without the GIL.

PEP 703 called the constant for the slot `Py_mod_gil_not_used`; I went
with `Py_MOD_GIL_NOT_USED` for consistency with gh-104148.

A warning will be issued up to once per interpreter for the first
GIL-using module that is loaded. If `-v` is given, a shorter message
will be printed to stderr every time a GIL-using module is loaded
(including the first one that issues a warning).

GH-91079: Rename C_RECURSION_LIMIT to Py_C_RECURSION_LIMIT (#108507)
Symbols of the C API should be prefixed by "Py_" to avoid conflict
with existing names in 3rd party C extensions on "#include <Python.h>".

test.pythoninfo now logs Py_C_RECURSION_LIMIT constant and other
_testcapi and _testinternalcapi constants.

This implements PEP 695, Type Parameter Syntax. It adds support for:

- Generic functions (def func[T](): ...)
- Generic classes (class X[T](): ...)
- Type aliases (type X = ...)
- New scoping when the new syntax is used within a class body
- Compiler and interpreter changes to support the new syntax and scoping rules

Use static inline function Py_EnterRecursiveCall() (#91988)
Currently, calling Py_EnterRecursiveCall() and
Py_LeaveRecursiveCall() may use a function call or a static inline
function call, depending if the internal pycore_ceval.h header file
is included or not. Use a different name for the static inline
function to ensure that the static inline function is always used in
Python internals for best performance. Similar approach than
PyThreadState_GET() (function call) and _PyThreadState_GET() (static
inline function).

* Rename _Py_EnterRecursiveCall() to _Py_EnterRecursiveCallTstate()
* Rename _Py_LeaveRecursiveCall() to _Py_LeaveRecursiveCallTstate()
* pycore_ceval.h: Rename Py_EnterRecursiveCall() to
  _Py_EnterRecursiveCall() and Py_LeaveRecursiveCall() and
  _Py_LeaveRecursiveCall()
