gh-134939: Add the concurrent.interpreters Module (gh-133958)
PEP-734 has been accepted (for 3.14).

(FTR, I'm opposed to putting this under the concurrent package, but
doing so is the SC condition under which the module can land in 3.14.)

gh-132781: Make NotShareableError a TypeError Subclass (gh-132973)
It was a subclass of ValueError. However, shareability is a feature of types, not values.

gh-132781: Cleanup Code Related to NotShareableError (gh-132782)
The following are added to the internal C-API:

* _PyErr_FormatV()
* _PyErr_SetModuleNotFoundError()
* _PyXIData_GetNotShareableErrorType()
* _PyXIData_FormatNotShareableError()

We also drop _PyXIData_lookup_context_t and _PyXIData_GetLookupContext().

gh-117398: Use Per-Interpreter State for the _datetime Static Types (gh-119929)
We make use of the same mechanism that we use for the static builtin types.  This required a few tweaks.

The relevant code could use some cleanup but I opted to avoid the significant churn in this change.  I'll tackle that separately.

This change is the final piece needed to make _datetime support multiple interpreters.  I've updated the module slot accordingly.

In addition to the increase test coverage, this is a precursor to sorting out how we handle interpreters created directly via the C-API.

gh-76785: Raise InterpreterError, Not RuntimeError (gh-117489)
I had meant to switch everything to InterpreterError when I added it a while back.  At the time I missed a few key spots.

As part of this, I've added print-the-exception to _PyXI_InitTypes() and fixed an error case in `_PyStaticType_InitBuiltin().

gh-76785: Improved Subinterpreters Compatibility with 3.12 (gh-115424)
For the most part, these changes make is substantially easier to backport subinterpreter-related code to 3.12, especially the related modules (e.g. _xxsubinterpreters). The main motivation is to support releasing a PyPI package with the 3.13 capabilities compiled for 3.12.

A lot of the changes here involve either hiding details behind macros/functions or splitting up some files.
