Functions registered with `addSerializeCallback()` can access and call
`process.cwd()`. b7d836e2c7f57 accounted for the fact that it is
necessary to reset the cwd cache after the snapshot builder script has
run, but did not account for possible accesses from serialization
callbacks. To properly account for these, add a deserialization
callback as well.
As a related drive-by fix, also mention the execution order of
callbacks in the documentation.

id |= 0 turns unsigned 32-bit integer values exceeding the unsigned
31-bit range into negative integers, causing a crash. Use id >>>= 0
instead, which works properly for all unsigned 32-bit integers.

This fixes a few bugs in `fs`. E.g., `fs.promises.access` accepted
strings as mode. It should have only accepted numbers. It will now
always validate the flags and the mode argument in an consistent way.

Whether these APIs should be available for Node.js instances
semantically depends on whether the current Node.js instance
was assigned ownership of process-wide state, and not whether
it refers to the main thread or not.

This patch splits the handling of `isMainThread` and
`ownsProcessState` from conditionals in
`lib/internal/bootstrap/node.js` into different scripts under
`lib/internal/bootstrap/switches/`, and call them accordingly
from C++ after `node.js` is run.
This:
- Creates a common denominator of the main thread and the worker
thread bootstrap that can be snapshotted and shared by
both.
- Makes it possible to override the configurations on-the-fly.
