Fix default Intl language tag handling
With certain ICU data bundles (such as the Node.js "small-icu"),
%GetDefaultICULocale() may return a more specific language tag (e.g.
"en-US") than what's available (e.g. "en"). In those cases, consider the
more specific language tag supported.

In test/parallel/test-require-process.js, the last thing in the test is
a call to assert.strictEqual(). It has a string literal as its third
argument. Unfortunately, that means that the diff between the two values
being compared will be suppressed if there is an AssertionError. That's
not helpful for debugging.
This is fixed by removing the third argument from the call. It is,
however, preserved in a comment above the call to assert.strictEqual().

This commit is to help in the effort to name all anonymous
functions to help when heap debugging. The issue asked for
any functions to be updated that are not on a prototype
and this file contains one function that meets those needs.
A previous pull request (13849) was not completed and did
not meet the requirements of the issue so this PR looks
to complete that.

The changes to `src/node.h` are a clean revert in the
same ways as https://github.com/nodejs/node/pull/20938 does it,
the difference being that the new `.cc` files are kept here.
This has the advantage of not being another large diff that
other PRs will have to rebase against, especially since
the split into `callback_scope.cc` and `exceptions.cc` is
something that we want to keep in the long run.
This essentialy implements bnoordhuis’s suggestion from
https://github.com/nodejs/node/pull/20925.

test-zlib.zlib-binding.deflate is failing continuously in our CI,
leaving us with 1% successful builds during the last 100 runs. This
commit marks the test as flaky while the issue is not resolved.

Adds mappings to uv_pipe_chmod call by adding two new options to

This commit removes the --expose-http2 option. In the code comment it
states that this should should be noop through v9.x, and it sounds like

When generating an assertion error message,
`filename` might be undefined,
e.g. if `assert` is called in `eval`.
Handle this case gracefully instead of failing with
`Cannot read property 'endsWith' of undefined`.

We are currently having issues with test-child-process-fork-net on
Windows CI. Debugging is slightly hampered by the mix of `console.log()`
and `console.error()` as our test runner does not interleave stdout and
stderr, so the order of output is not preserved. Change the sole
instance of `console.error()` to `console.log()` to improve
debugability.
While editing, I also took the opportunity to add capitalization and
punctuation to comments (as that is a nit we see from time to time and
there is a potential ESLint rule to enforce the capitalization part).

This fixes an incorrect example in the documentation for calling
`fs.readFileSync` on a directory. The example was presumably copied from
the documentation for `fs.readFile`, which has an error argument in its
callback.

Hang all timer lists off a single TimerWrap and use the PriorityQueue
to manage expiration priorities. This makes the Timers code clearer,
consumes significantly less resources and improves performance.

An efficient JS implementation of a binary heap on top of an array with
worst-case O(log n) runtime for all operations, including arbitrary
item removal (unlike O(n) for most binary heap array implementations).

Make test runner capable of skipping tests, which makes it possible
to skip the failing test/message/core_line_numbers.js test.
Make nyc no longer generate compact instrumentation (this causes
significantly different code output, which leads to failing test
assertions).

Currently http2 does not properly submit GOAWAY frames when a session
is being destroyed. It also doesn't properly handle when the other
party severs the connection after sending a GOAWAY frame, even though
it should.
Edge, IE & Safari are currently unable to handle empty TRAILERS
frames despite them being correctly to spec. Instead send an empty
DATA frame with END_STREAM flag in those situations.
Fix and adjust several flaky and/or incorrect tests.

V8 uses a thread pool provided by the host to schedule background tasks
for concurrent GC and compiation. Emit trace events to identify the
background threads. Ensure that the tracing infrastructure is started
before the thread pool is initialized.

If code is read from a file and that code is indented, it would be
misaligned. This makes sure it has a natural indentation that is
relative to the starting point of the assertion.
