We currently defer finalizer callbacks until the loop is idle.
Warn users that the weak reference returned by napi_wrap()
isn't guaranteed to be valid just because the finalizer hasn't
yet been called.

Instead of passing the snapshot blob, the per-isolate data
indices and the EnvSerializeInfo separately, use the aggregate
type Snapshot to carry these around, and refactor
NodeMainInstance so that it owns the v8::Isolate::CreateParams
when it owns its isolate. This also gets rid of the owns_isolate_
and deserialize_mode_ booleans in NodeMainInstance since
NodeMainInstance can compute these by just checking if it has
pointers to the CreateParams or the SnapshotData.

`v8::Persistent` comes with the surprising catch that it requires
manual cleanup. `v8::Global` doesn’t, making it easier to use,

This commit makes it possible to add new core modules that can
only be require()'ed and imported when the 'node:' scheme is
used. The 'test' module is the first such module.
These 'node:'-only modules are not included in the list returned
by module.builtinModules.

This commit adds a new 'test' module that exposes an API
for creating JavaScript tests. As the tests execute, TAP
output is written to standard output. This commit only supports
executing individual test files, and does not implement
command line functionality for a full test runner.

* The logo takes a lot of room doesn't add information.
* Make Node.js a top-level header and Table of Contents a second-level
header.
This looks better, improve semantics, makes the README.md more usable in
its raw form, and aligns us with README.md practices in other projects
like TypeScript and Deno.
