Ben Noordhuis b58efe7709 test: add cluster EADDRINUSE test

Check that having a worker bind to a port that's already taken doesn't
leave the master process in a confused state. Releasing the port and
trying again should Just Work[TM].

To build:

Prerequisites (Unix only):

* Python 2.6 or 2.7
* GNU Make 3.81 or newer
* libexecinfo (FreeBSD and OpenBSD only)

Unix/Macintosh:

./configure
make
make install
